Here's something for those who've wanted to slip their wrists into one of those MOTOACTV fitness watches, but don't really do the whole running thing. Motorola's introducing a Golf Edition of the device, which lets users track games on more than 20,000 courses across the globe, keep track of their score and compare their games to the pros. IRA vs 401(k), Should You Rollover?

IRA vs. 401 (k) , should I rollover my previous employer?s 401 (k)?

I am contributing to 401(k) plans up to 5% of my salary to get full employer match. I am also contributing $5,000 annually to an IRA account. If I leave this job and join another one I?ll have another 401 (k) account from my new employer.

From TD Ameritrade to ETrade, all IRA administrators run incentive programs to encourage people to roll over. I am trying to find an answer to the question:

Should I leave my money where it is or should I roll it over to Individual Retirement Account?
While there are benefits and drawbacks to both options. IRA seems more flexible, where as, 401(k) is easier to tap in to during an emergency. But that?s not all about the differences.

Let?s do some homework before making a rollover decision.

Before going on to the comparison, let?s be clear that this article is not about where you should put more money from your paycheck. You should contribute to 401 (k) to take 100% of employer match.

Another point to consider, you can?t contribute more than $5,000 a year in an IRA (including Roth IRA), where as 401 (k) allows much more contribution limit.

I contribute to IRA to have more investment options and to have some tax free money in my retirement through Roth IRA.

This article is about answering the question; should you rollover to IRA or you maintain your 401 (k) balance till retirement?

For those contemplating the benefits and drawbacks of rolling over some or all of their 401(k) savings into an IRA, here are some things to consider:
Emergency Cash (Benefit ? IRA)

You can borrow from the 401 (k) account without penalties if you are still working. If you leave your job or are laid off before age 55 and can?t repay the loan, it is treated as an early withdrawal which requires regular income tax and a 10% penalty.

But investors can take early distributions from their 401(k) accounts and avoid the 10% penalty if they are laid off after turning 55. If you?re laid off before 55, the best thing is to leave your money in a 401(k).

Early withdrawals from IRA and 40 (k), alike, are subject to income tax (except in the case of a Roth IRA, which requires after-tax contributions), which could put a dent in your nest egg.

IRA account holders can withdraw funds before retirement (via SEPP program) without penalties by setting up a series of equal withdrawals over time.

You can also withdraw from a traditional IRA without penalties once a year provided you repay the funds within 60 days. Your have cash when you need for an emergency. But, funds that aren?t repaid within 60 days are subject to a 10% penalty, in addition to ordinary income tax if you are younger than 59?.

Contributions withdrawn from a Roth IRA are not subject to income tax, penalties or the 60-day restriction, if the withdrawal is made for certain qualifying expenses.

It also makes sense to do an IRA rollover if you need to use some of the money for educational expenses, you are still require to pay the usual tax on the withdrawn amount but you are exempt from paying penalty.

Beneficiary designation (Benefit ? IRA)

Second marriages and marital problems may be among the reasons to consider an IRA rollover.

Surviving spouses automatically are entitled to 401(k) funds if account holder dies. That could be a problem if you have children from a prior marriage and want them to share in your retirement savings. You can only change the 401(k) beneficiary if your spouse notarize her consent.

On the other hand, IRAs provide greater range of flexibility in terms of beneficiary designations; you can have as many as you need.
Estate Planning (Benefit ? IRA)

An opportunity for your estate/heirs to accumulate tax-deferred wealth is a significant benefit to consider an IRA rollover.

The beneficiary of an IRA can take small, taxable distributions over the course of his or her life expectancy, while allowing the remaining funds to accrue on a tax-deferred basis. Most 401 (k) administrators do not provide this flexibility although the law allows for it.

Most 401(k) plans force heirs to take assets after the account holder dies.
Choices, Transparency (Benefit ? IRA)

The range of investment choices available through a 401(k) plan is an important factor to consider when contemplating an IRA rollover.

If you need to invest in more fixed-income options, 401(k) plan offers only a money-market fund and a bond fund. Foreign bond funds, accessible through an IRA, could offer higher yield.

401(k) participants who are still working can roll over funds into an IRA. This strategy can increase investment choices and benefit older investors who are still employed.

Potentially high 401(k) fees can also be a concern. While fees for IRAs are clearly outlined, they often are difficult to assess in 401(k) plans because they generally are factored into the overall return. Except stock options, you can still rollover rest of your assets.
Conclusion on IRA vs. 401 (k)

If you decide that an IRA is a better option for your retirement savings than a 401(k) is, be sure to transfer the funds correctly.

Set up the IRA first and then transfer the funds directly to that account through your plan administrator.

Don?t transfer funds to a non-retirement account. You?ll have 60 days to roll the funds back into an IRA in the event of a deposit to wrong account. If you fail to do so, you have to pay tax and penalty on the withdrawal.

Please keep it in mind that rules about IRA or 401 (k) constantly changes, so, always be aware of latest changes to federal regulation and policies.

I will continue with 401 (k) for now till I switch the job. Once and if I switch I would definitely roll over. What about you, readers?

Who wouldn't pay a penny for a sports car? That's the mentality some popular online auctions take advantage of -- the opportunity to get an expensive item for very little money.

In a study of hundreds of lowest unique bid auctions, Northwestern University researchers asked a different question: Who wins these auctions, the strategic gambler or the lucky one? The answer is the lucky. But, ironically, it's a lucky person using a winning strategy.

The researchers found that all players intuitively use the right strategy, and that turns the auction into a game of pure chance. The findings, published by the journal PLoS One, provide insight into playing the stock market, real estate market and other gambles.

"There are many contexts in which we think we are smart and at an advantage, such as buying real estate as prices start moving up," said Lus Amaral, an author of the paper. "But we don't realize we are competing against people doing the same thing. The advantage is gone, and it becomes a game of chance. So you better enjoy the process."

Amaral is a professor of chemical and biological engineering in the McCormick School of Engineering and Applied Science and an Early Career Scientist with the Howard Hughes Medical Institute.

He and colleagues Filippo Radicchi and Andrea Baronchelli studied public data on 600 online auctions in Australia and Europe, played by 10,000 different auction participants with a total of 200,000 individual bids. (Lowest unique bid auctions occur all around the world, including in the U.S.) The data allowed the researchers to analyze in a systematic way what is going on in each auction.

The work of Nobel Laureate John Nash on game theory is very relevant to these auctions, Amaral said. An online auction is a classic game -- you have some information and you try to guess what other people are doing, and, based on that guess, you try to define your best strategy.

In a lowest unique bid auction, participants place bids for a relatively valuable item, such as a car or boat, in an attempt to have the lowest unmatched bid at the time the auction ends. The lowest bid is one cent, and the participant pays a fee, often a dollar, for each bid. After placing a bid, the participant is told if his or her bid currently is winning. If not, many bid again. Hundreds of times. On average, the auctioneer earns double the cost of the item being auctioned while participants can pay hundreds of dollars to lose.

The researchers conducted a computer simulation and identified what the optimal strategy is in lowest unique bid auctions. They found the strategy is a "bursty" one: consecutive bid values initially are close to each other, and then there is a "long jump" to another area of the bid space where more bid values are placed close to each other. And the pattern is repeated.

For example, an auction participant might place a bid, say of 8 cents. Then he places a number of nearby bids, 5, 6 and 7 cents, as well as 9, 10 and 11 cents. Then he makes a large leap to a different area, placing a bid of 47 cents and also placing several bids around that number. (Remember, every time he places a bid, he pays a fee.)

This mixed strategy combines exploitation (taking small steps in one area) and exploration (taking a big step to a new area). It is a smart strategy that gives you a better chance of winning, but the researchers discovered all the other participants have figured it out, too, wiping out any advantage to individuals.

"We couldn't identify a single person who was not using this strategy," Amaral said.

The "bursty" optimal strategy, he said, is similar to what an animal foraging for scarce food employs. An albatross, for example, has a vast ocean to explore, so it focuses its fishing in a small area for a time and then moves a great distance to try another area. Then it repeats this pattern.

In lowest unique bid auctions, people like to win and become overly optimistic about the amount of money they will lose. They rationally enter the auction to try to win a valuable item for a low price, but then they go on to irrationally stay in the auction -- which is just a game of chance -- and bid too much.

"At some point people will stop playing these online auctions," Amaral said. "Humans are smart about recognizing the deck is stacked against them."

The title of the PLoS One paper authored by Amaral, Radicchi and Baronchelli is "Rationality, Irrationality and Escalating Behavior in Lowest Unique Bid Auctions." Radicchi is a former postdoctoral fellow in Amaral's lab who now is at the University Rovira i Virgili, Tarragona, Spain. Baronchelli is with the Universitat Politcnica de Catalunya, Spain.

FACT CHECK: Misfires on the campaign trail

WASHINGTON (AP) ? Rick Santorum says oil drillers in the Gulf of Mexico are being slammed by "worse and worse and worse" delays in getting federal approval even as gas prices go through the roof. Actually, the wait for permits is getting better and better. Newt Gingrich boasts that small donors are powering his Republican presidential campaign. In reality, one deep-pocketed financial angel and other big money people have been doing loads of heavy lifting, too.

The claims of the Republican presidential rivals are not getting the exposure they once did, ever since the crackling series of debates drew to a close. But in smaller venues or turns on TV, the assertions still fly, as do exaggerations, oversimplifications and outright mistakes.

So, too, on the Democratic side. A polished new film from President Barack Obama's campaign, out Thursday night, pushes the gauzy hero worship beyond what has really happened in recounting the auto industry bailout and recovery. Called "The Road We've Traveled," the fundraising film takes Republican front-runner Mitt Romney out of context in the process.

A look at recent claims from the campaign trail and how they compare with the facts:

OBAMA CAMPAIGN on the automakers' recovery: "With business booming, they repaid their loans."

THE FACTS: The General Motors and Chrysler aid has not been paid back in full, and it is unlikely to be, contrary to the film's narrator, actor Tom Hanks.

More than $1 billion of the $12.5 billion Chrysler bailout is not expected to come back to the government. The government has recouped more than $22 billion of its nearly $50 billion GM bailout after agreeing to take stock in return for most of its investment. But the government's remaining stock would have to rise massively in value for taxpayers to get all their money back. If the stock were sold at some recent values, taxpayers would still be out more than $10 billion.

SANTORUM, speaking this week in Lafayette, La., a city heavily dependent on the oil and gas industry: The Obama administration "almost put this town under with the moratoriums, the delays in permitting that are getting worse and worse and worse ? and as a result, the ability for the men and women who go out and drill these wells and service these wells, to go out and earn an income, and more importantly for them to get that oil and gas into the shore so we can use it here in this country."

THE FACTS: Permit approval rates are actually getting faster for exploration wells, the type that was being drilled at the time of the BP well disaster in the Gulf of Mexico.

In 2009, before the Macondo well blowout, it took the government 46 days to approve a drilling permit for a new deep-water well. After the accident, the administration imposed a five-month moratorium on new deep-water drilling while it worked on new safety regulations to minimize the risk of another spill. The BP disaster released an estimated 200 million gallons of oil into the water, killing wildlife, soiling sensitive tidal estuaries and beaches, and closing vast areas of the Gulf to commercial fishing.

Once the moratorium was lifted, processing times for deep-water exploratory drilling permits were longer than before the spill ? an average of 97 days.

But contrary to Santorum's claim, the government's performance is improving. Permit approvals are now happening on average in 62 days, more than a month faster. That's 16 days longer than before the spill, but regulatory protections are tougher now.

Santorum also implies that the entire drilling industry was shut because of the moratorium. Yet, the temporary ban only covered wells drilled to explore or produce oil and gas in deep water. Wells already in production were not covered by the moratorium.

GINGRICH, emphasizing the importance of small donors to his campaign, at a rally Wednesday in Rosemont, Ill.: "We have over 175,000 donors now. Most of them are small. Over 95 percent of our donors give $250 or less."

THE FACTS: Gingrich's assertion is probably correct on its face, but not too meaningful. In almost all campaigns, the number of small-dollar donors far exceeds the number of major givers. President Barack Obama's campaign, for example, makes a similar boast ? that 98 percent of its 1 million contributors gave small amounts.

A more significant number is how much of the money Gingrich raised came in small denominations and how much in big checks. Federal Election Commission reports show that through Jan. 31, roughly $11.5 million came from donations under $250. That's about 63 percent of Gingrich's total fundraising. For Obama, the comparable figure is nearly 80 percent.

And the whole calculus leaves out the biggest influence on the Gingrich campaign's financial fortunes ? the group Winning Our Future, an independent super PAC that has been running ads supporting him. Of that group's $13.1 million in total contributions, about 75 percent ? or $10 million ? came from just two people: Las Vegas casino mogul Sheldon Adelson and his wife, Miriam.

CHICAGO MAYOR RAHM EMANUEL, quoted in the Obama campaign film on Romney's opposition to the auto bailout: "A lot of conventional wisdom wanted to do what Mitt Romney did ? let it go, can't be saved, why put good money after bad?"

THE FACTS: Emanuel, Obama's former chief of staff, joins some of Romney's Republican rivals in twisting the meaning of his 2008 New York Times article opposing the bailout. The article's headline, "Let Detroit Go Bankrupt," has caused Romney plenty of grief, and the film displays it. But his prescription was meant to save the automakers by having them go through bankruptcy, with the government guaranteeing financing afterward and backing up new car warranties. There is plenty of skepticism that such an idea would have worked, given the chaos in private lending institutions at the time, but he never argued that the auto industry could not be saved.

ROMNEY on whether Obama is responsible for high gasoline prices, speaking Thursday on Fox News: "Absolutely. He has not pursued policies that convince the world that America is going to become energy secure and energy independent. He held off drilling in the Gulf. He's held off drilling out of ANWR. He said no to the Keystone pipeline from Canada."

THE FACTS: Despite the former Gulf moratorium, Obama's opposition to drilling in the Arctic National Wildlife Refuge and his decision to delay ? not kill ? the Keystone XL project, the U.S. produced more oil in 2010 than it has since 2003, and all forms of energy production have increased. Offshore production alone surged in the first two years of the Obama administration after being on a downward trend since 2003.

Rising energy demand in developing countries, a cold winter in Europe and tensions with Iran have put pressures on the world oil market and are among the contributors to higher gasoline prices that presidents have little if any power to control.

VICE PRESIDENT JOE BIDEN, in a speech to autoworkers Thursday in Toledo, Ohio: "One more thing: the president's historic fuel economy efficiency standards that nearly doubled the efficiency of cars, saving the American families $1.7 trillion at the pump, helping free us from foreign oil dependence. "

THE FACTS: Biden is about 13 years ahead of things. The doubling of mileage standards is to be achieved by 2025. Estimated savings at the pump, though considerable, will be partly offset in the showroom, because the standards will add thousands of dollars to the cost of a car.

N.Korea's plan for rocket launch stirs regional concern

SEOUL (Reuters) - North Korea said on Friday it will launch a long-range rocket carrying a "working" satellite to mark the centenary of founder Kim Il-sung's birth next month, sparking condemnation from the United States and others that it was in breach of a U.N. resolution.

U.S. Secretary of State Hillary Clinton said the announcement was highly provocative and called upon Pyongyang to honor its obligations including U.N. Security Council resolutions banning ballistic missile launches.

"Such a missile launch would pose a threat to regional security and would also be inconsistent with North Korea's recent undertaking to refrain from long-range missile launches," she said in a statement.

The North, which said recently it would suspend long-range missile testing as part of talks with the United States, pledged that next month's launch would not impact neighboring countries.

Experts said the launch was clearly another long-range missile test, and could be seen as an act of brinkmanship to pressure Washington into more talks in return for aid.

South Korea, which is still technically at war with the North after signing only an armistice to end the 1950-53 Korean War, and Japan said the ballistic launch threatened regional security.

Any launch by North Korea, whether for a satellite or not, that uses ballistic missile technology violates Security Council resolutions, the Japanese government said.

"We urge North Korea to exercise restraint and refrain from the launch," said the top government spokesman, Chief Cabinet Secretary Osamu Fujimura.

China, the reclusive state's only main ally, was more restrained in its response, but stressed on maintaining peace on the divided peninsula.

"Protecting the peace and stability of the Korean Peninsula and North East Asia suits the joint interests of all parties and is the consistent expectation of the international community. This requires that all relevant parties take a constructive role," Foreign Ministry spokesman Liu Weimin told reporters at a regular news briefing.

MISSILE ADVANCES

In April 2009, the North conducted a similar ballistic rocket launch which resulted in a new round of toughened U.N. sanctions, squeezing the secretive state's already troubled economy and deepening its isolation.

That launch, dismissed as a failure after the first stage fell into the Sea of Japan without orbiting a satellite, provoked outrage in Tokyo which had threatened to shoot down any debris or rocket that threatened its territory.

Another test failed in similar circumstances in 1998.

Washington says the North's long-range ballistic missile program is moving ahead quickly and former Defense Secretary Robert Gates said last year that the American mainland could come under threat within five years.

"The DPRK is to launch a working satellite, Kwangmyongsong-3, manufactured by itself with indigenous technology to mark the 100th birth anniversary of President Kim Il-sung," the North's official KCNA said, quoting a spokesman for the Korean Committee for Space Technology.

The launch will take place between April 12-16, KCNA said. It is scheduled to occur at around the same time its foes in the South hold a parliamentary election, and just over three weeks after a global nuclear security summit in Seoul.

CELEBRATIONS, MILITARISTIC IMAGE

Pyongyang has been planning massive celebrations for years to mark Kim Il-sung's birthday on April 15, and has boasted the occasion would also mark its emergence on the international stage as a "strong and prosperous" nation.

Analysts said the launch was designed to boost the country's new leadership and to pressure Washington into making concessions.

"For the outside world this is the same as a long-range missile test," said Park Young-ho of the Korea Institute for National Unification, a government affiliated think tank.

"This can interpreted as a means of applying pressure on the Americans in negotiations, and is a celebration of the founder's birth as well as an opportunity for the new leadership to celebrate the beginning of a new era," Park said in Seoul.

The state's new young leader Kim Jong-un, who became the third member of the Kim family to lead the state after his father Kim Jong-il's death in December, has presented a militaristic image to his countrymen since taking power.

He has visited several military sites and been seen mixing with top brass in what analysts say is a move designed to win the all-powerful army's backing for the succession process.

KCNA said the launch would be conducted from a base near its border with China, indicating it would take place at a newly constructed missile testing site believed to be larger and more advanced than the site used to launch previous rockets.

The launch will be made southwards and debris generated from the flight will not impact neighboring countries, it said.

New York gay hotel looks to thriving LGBT tourism

NEW YORK (Reuters) - The OUT NYC hotel boasts two hot tubs, a secret garden, its own nightclub and the title of Manhattan's first boutique hotel built specifically to cater to millions of gay tourists to New York.

The hotel, not far from Times Square and Broadway theaters, also hopes to cater to the friends and families of its gay clientele. And so, turning an old concept on its head, the owners of the hotel like to describe it as "straight-friendly."

"This project has been in the planning for five years, and after 18 months of construction, we are proud to announce the opening of the city's, and maybe even the world's, first gay focused, straight-friendly, urban resort," said co-owner Ian Reisner.

Designed by architect Paul Dominguez, The OUT NYC opened for business earlier this month with a 5,000-foot (1524-meter) wellness center, three separate courtyards, including one dubbed the great lawn, a sunbathing deck, a gym and a restaurant due to open later this spring.

It also features a nightclub called XL and multi-use spaces for conferences, events and weddings.

The inspiration for the hotel came long before New York's same-sex marriage law came into effect in July 2011 and was built specifically with the gay travel market in mind.

New York is one of the biggest destinations in the world for gay, lesbian, transgender and bisexual tourists, according to the city's tourism organization, NYC & Company.

Bjorn Hanson, the divisional dean of the Preston Robert Tisch Center for Hospitality, Tourism, and Sports Management at New York University, said New York hotel operators would be watching the fortunes of The OUT NYC with interest.

"There are hotels that have been developed specifically marketing to?LGBT travelers, but exclusive hotels that really make it their identity are very rare. There are many hotel developers, owners and operators interested in seeing the market response to this hotel," Hanson said.

What distinguishes The OUT NYC is its Hell's Kitchen location on 42nd Street -- an area west of Times Square which was gentrified largely by the city's gay population in the 1980s and 199Os.

"We have more gay bars here now than we actually have in Chelsea, which was the mainstay of the gay community," said Reisner, referring to another area of the city.

"Of the 50 million tourists that came to New York City last year, it's estimated that 8 million were LGBT travelers. With 105 rooms, we don't expect to house many people, but we expect The OUT NYC will become the epicenter of gay life for LGBT New Yorkers.

"With New York's recent legislation, we look forward not only to hosting countless gay couples, but marrying them as well," Reisner said.

The OUT NYC has 97 standard rooms starting at $200 per night, and offers eight budget stay shares, or luxury hostel accommodations, for $99 per person.

Tom Whalen and Russell Kemp, who won a same-sex marriage TV contest, were married last week at the hotel's XL nightclub by "Happily Divorced" actress Fran Drescher.

She is also an activist for marriage equality and is a recently ordained minister for the Universal Life Church and officiated at a ceremony for the owners of the nightclub.
